The Minister of Higher Education and Scientific Research, Marwan Al-Halabi, announced the approval of an additional 20% salary increase for administrative employees at the ministry and its affiliated institutions. This increase will be added to the 50% raise granted under Legislative Decree No. 67 of 2026.
Al-Halabi stated that the executive instructions governing the implementation of the increase will be issued at a later date. These will regulate examination-related duties, open education, overtime work, and compensation for employees working in remote areas.
He also confirmed that the increase will apply to administrative staff employed by the ministry’s affiliated institutions in Idlib Governorate, with the payment of outstanding financial differences starting this month and covering the previous period.
The Minister noted that Legislative Decrees No. 67 and No. 68 of 2026 represent a step toward improving the conditions of university faculty members, technical and administrative staff, while also strengthening the research environment across higher education institutions.
